For the identification process necessary to issue a certificate, the data content of the certificate, and the conditions for accessing the service see the information below on qualified signature and seal certificates.

In the frame of a service package, signature and seal certificates can be applied for with a certain limit of financial responsibility of the service provider. The certificates in the Qualified BASIC Package have a transaction value of HUF 5,000,000, while those in the Qualified Plus Package a value of HUF 20,000,000 that cannot be deviated from when applying for a package. This liability value is indicated in the certificate and also in the Service Agreement.

The private keys belonging to the qualified signature and seal certificates applied for in the frame of a service package are created on a Qualified Signature Creation Device (QSCD). For this we will provide you a smart card and a card reader without any extra fees.

In the territory of the EU, according to point 2 of Article 25 of eIDAS, a qualified electronic signature shall have the equivalent legal effect of a handwritten signature, while according to point 2 of Article 35 of eIDAS a qualified electronic seal shall enjoy the presumption of integrity of the data and of correctness of the origin of that data to which the qualified electronic seal is linked. In the Hungarian legal order, according to § 323–325 of Act CXXX of 2016 on the Code of Civil Procedure, an electronic document with a qualified electronic signature or seal is equal to a private document representing conclusive evidence or, – if it is issued by a person entitled to issue authentic instruments – an authentic instrument.

Package fees include the production, issuance and storage of the certificates in the package as well as their ongoing availability through the Client Menu, furthermore the provision of status services by the end of the validity period.

The package fee also covers timestamp services in which a certain amount of timestamps can be used within the validity period of the certificates issued in the package. The remaining amount cannot be transferred to the next subscription period.

In case of a fee for two years, certificates will be valid for a period of two years and the subscription fee shall be paid in one installment. Before the expiration of the subscription period, that is the validity of the certificates, renewal of the package can be initiated by requesting renewal of the certificates, whereby the timestamp and certificate services will be provided also for the new subscription period. The fee of the package renewal is the same as the original price of the package.

To issue a signature certificate, identification of the Applicant/Client is needed in his/her personal presence (in case of seal certificates this kind of identification is not needed). If the certificate contains organizational data, the Client must also submit (or present during the identification process) documents proving that he/she is entitled to apply for such a certificate. Signature certificates can be issued with Personal or Business profile, while seal certificates only with Organization profile. The profile of the certificate determines what kind of so-called Subject data are included.

• PERSONAL: The certificate contains only personal data.
• BUSINESS: The certificate contains both personal and organizational data.
• SEAL: The certificate contains only organizational data.

The qualified signature and seal certificates have a transaction value of HUF 5,000,000. This liability value is indicated in the certificate and also in the Service Agreement. Certificates can be applied for with a higher liability value for the below optional fees.

The qualified signature and seal certificates can be applied for with both on-device and software key storage.

To create a qualified signature and seal a Qualified Signature Creation Device (QSCD) is needed. In case of key storage in software (SW) or on simple Signature Creation Device (SCD), an advanced signature based on qualified certificate can be created. We recommend the former mainly for international transactions and to meet legal requirements, while the latter mainly for batch authentication in automated processes.

In case of on-device (QSCD, SCD) key storage, please take also into account the cost of the appropriate device, if you do not have yet one!
