To issue a non-qualified signature or seal certificate, the Applicant/Client has to submit the copy of his/her identity documents to NETLOCK. If the certificate contains organizational data, the Client must also submit documents proving that he/she is entitled to apply for such a certificate (proxy, specimen of signature). Signature certificates can be issued with Personal or Business profile, while seal certificates only with Organization profile. The profile of the certificate determines what kind of so-called Subject data are included.

• PERSONAL: The certificate contains only personal data.
• BUSINESS: The certificate contains both personal and organizational data.
• SEAL: The certificate contains only organizational data.

The non-qualified signature and seal certificates have a transaction value of HUF 3,000,000. This liability value is indicated in the Service Agreement.

The non-qualified signature and seal certificates can be applied for with both on-device and software key storage. In case of on-device (SCD) key storage, please take also into account the cost of the appropriate device, if you do not have yet one.

In the Hungarian legal order, according to § 323–325 of Act CXXX of 2016 on the Code of Civil Procedure, an electronic document with an advanced electronic signature or seal based on a non-qualified certificate is equal to a simple private document.

Service fees include the production, issuance and storage of the non-qualified certificates as well as their ongoing availability through the Client Menu, furthermore the provision of status services by the end of the validity period. However, the fees do not include key storage devices that can be required when using certain certificate types (see menu point Key Storage).

In case of a fee for two years, the certificate will be valid for a period of two years and the subscription fee shall be paid in one installment. Before the expiration of the subscription period, that is the validity of the certificate, renewal of the certificate can be initiated. The fee of the package renewal is the same as the original price of the package.

For the identification process necessary to issue a certificate, the data content of the certificate, the liability value related to the certificate, the legal effect of the signature or seal that can be created by using the certificate, as well as the conditions for accessing the service see the information above on non-qualified signature and seal certificates.

The private keys belonging to the signature and seal certificates applied for in the frame of a service package are created on a Signature Creation Device (SCD). For this we will provide you a smart card and a card reader.

The package fee also covers time stamp services in which a certain amount of time stamps can be used within the validity period of the certificates issued in the package. The remaining amount cannot be transferred to the next subscription period.
